This plugin is aimed at exactly that. You can use it to send emails direct to your inactive members from your admin area. You can build lists to mail to based on any number of days of inactivity, as well as restrict the list to all members, canceled members, suspended members or any type of upgraded member you have in your site. This gives you the freedom to, for example, send inactive upgraded members, or all canceled members inactive over 1 month, etc, an email, perhaps offering them some temptation to become active again - or just to send them emails for whatever other reason.
